June 27 marks the United Nations’ eighth World Day for Micro-, Small, and Medium-sized Enterprises. In recent years, Tianzhu County has continuously deepened its “delegation, regulation, and service” reform, focusing on the needs of MSMEs. By adopting precise and pragmatic measures and innovating and optimizing service delivery methods, the county has steadily improved the business environment, continuously enhanced service quality, and made every effort to promote the sustained and healthy development of MSMEs.

Recently, a reporter visited the sliced medicinal herb processing workshop of Guizhou Tongyuan Chinese Herbal Medicine Development Co., Ltd. A wave of fragrant herbal aromas immediately filled the air. Workers were skillfully packaging the processed medicinal herb Asters—sorting, filling, weighing, sealing, and packing them up, ready to be boxed and shipped to other regions.

Yang Xiaoying, the company’s deputy general manager for quality, told reporters that currently, the company offers 350 product specifications, primarily used in hospital clinical formulations. The company has established distributors and direct-end-user hospitals, and its products are sold to various regions within the province as well as neighboring provinces.

Guizhou Tongyuan Chinese Medicine Development Co., Ltd., established in 2012, is a modern, comprehensive health-care pharmaceutical group integrating the cultivation of Chinese medicinal materials, the production of processed Chinese medicinal herbs, pharmaceutical distribution, medical devices, biological products, and wholesale and retail sales of health supplements. The company has made positive contributions to boosting employment in Tianzhu County. It has successively received honors including “Guizhou Province’s Class A Tax Credit Enterprise,” “Guizhou Province’s Advanced Collective for Women’s Poverty Alleviation,” “Guizhou Province’s Demonstration Base (Enterprise) for Industry-Based Poverty Alleviation in the Health-Care Pharmaceutical Sector,” “Guizhou Province’s Model Enterprise for the ‘Rural Revitalization Women’s Action,’” “Guizhou Province’s Key Leading Enterprise for Agricultural Industrialization,” and “Guizhou Province’s Key Leading Agricultural Enterprise for Poverty Alleviation.”

As one of the leading enterprises in Tianzhu County specializing in Chinese medicinal materials, Tongyuan Chinese Medicine has also received policy support and financial assistance from various county-level departments. It has successively obtained recognition as a National High-Tech Enterprise, an Innovative Small and Medium-sized Enterprise, and a Specialized, Refined, and New SME in Guizhou Province, enabling the company to achieve substantial growth.

“From 2022 to 2023, our company received more than 4 million yuan in subsidies and grants, including interest subsidies for loans to civilian products and civilian trade enterprises, special funds for small and medium-sized enterprises, subsidies for the entire industrial chain of Polygonatum sibiricum grown under forest canopies, rewards for enterprises above designated size, and guiding funds for forest-based economies. Last year, our company’s output value reached 47.06 million yuan, and its turnover amounted to 45.45 million yuan. The company’s development has also effectively created seasonal employment opportunities for over 120 people,” said Yang Xiaoying.

Guizhou Tongyuan Chinese Medicine Development Co., Ltd. is just a microcosm of the development of small and medium-sized enterprises in Tianzhu County. In recent years, Tianzhu County has continuously stepped up its efforts to foster a tiered system of high-quality SMEs. It has established a Private Economy Service Center and assigned dedicated personnel to regularly provide business guidance to enterprises, thereby enhancing their capabilities in scientific and technological innovation. A responsibility-based package-assistance system has been implemented, under which 110 key enterprises within the county are assigned specific responsibilities according to the “Five Ones” framework. Additionally, the 5,495 enterprises registered within the county have been divided into manageable grids, with responsibilities allocated to various relevant departments and townships (subdistricts) for targeted assistance. The county has also intensified publicity about policies benefiting businesses, actively coordinated with enterprises to address their concerns, and comprehensively improved enterprises’ sense of gain and satisfaction. As of now, the total number of enterprise services provided has exceeded 10,000, and 26 legitimate enterprise requests have been resolved.

Meanwhile, the county people’s government has successively introduced a series of supportive policies, including the “Provisional Measures for Rewarding and Supporting ‘Four-Up’ Enterprises in Tianzhu County” and the “Measures for Rewarding and Subsidizing the Promotion of Scientific and Technological Innovation and Accelerating Scientific and Technological Progress in Tianzhu County,” which have comprehensively stimulated the vitality and potential of the private economy.

“Since 2023, Tianzhu County has successfully nurtured six provincial-level ‘innovative’ SMEs, one specialized, refined, and new SME, and obtained national high-tech enterprise certification for four enterprises. Under the ‘Four Above’ enterprise reward and support measures, enterprises above designated size in the industrial sector will receive a reward of 200,000 yuan per enterprise; specialty food-processing enterprises above designated size will receive a reward of 300,000 yuan per enterprise; ethnic handicraft-processing enterprises above designated size will receive a reward of 500,000 yuan per enterprise; and wholesale enterprises above the threshold will receive a reward of 650,000 yuan per enterprise. In addition, under the measures for rewarding and subsidizing technological innovation and scientific and technological progress, newly certified high-tech enterprises will receive a one-time subsidy of 100,000 yuan, while newly certified provincial-level leading innovative enterprises will receive a one-time subsidy of 2 million yuan,” said Jiang Hetin, Director of the Tianzhu County Private Economy Service Center.
